Rankings were based on cities with the number of violent crimes per 100,000 residents in 2009, as reported by the FBI. Cities were also ranked based on the number of traffic fatalities per 100,000 residents, using 2008 data from the National Highway Traffic Safety Administration.
The rankings were then averaged for violent crime and fatal crashes in each city, based on cities with a population above 250,000.
